LOS ANGELES METRO (LACMTA)
2013 - 2018
As ADA Compliance Manager for Los Angeles METRO, Jess led agency-wide ADA compliance efforts to ensure services, programs, and facilities met state and federal accessibility requirements. Responsibilities included bus operator training development and implementation, public outreach, accessible operations, facility accessibility, Reasonable Modification program implementation, ADA complaints oversight, and accessibility oversight of 175+ transit stations.

Owned an operated by Jess Segovia, NMC worked with numerous transit and transportation agencies including Los Angeles METRO and Yuma Area Metropolitan Planning Organization.
PARSONS BRINCKERHOFF
2008 - 2010
As Transportation Planning Manager for Parsons Brinckerhoff, Jess managed transportation planning projects, including the City of Chandler Transportation Plan Update and ADOT’s Graham County Small Area Transit Study. Responsibilities also included department staff management, project management, transportation research and analysis, and stakeholder coordination, and participation.
CITY OF AVONDALE, ARIZONA
2006 - 2008
As Transit Manager for the City of Avondale, Jess was responsible for the planning and operation for Fixed Route and Dial-A-Ride services serving Avondale, Goodyear, Litchfield Park, and Tolleson. He also monitored contracted transit services, coordinated with Valley Metro/RPTA, MAG, ADOT, and Maricopa County, and represented regional transportation interests. He also led the design and construction of a Transit Center at Estrella Mountain Community College.
ACCESS SERVICES
1998 - 2006
Jess served as the Government Relations Administrator and liaison between Access Services and its 44 member agencies throughout Los Angeles County. He also designed and implemented mobility management programs, including travel training, Free Fare initiatives, and supported ADA, Drug and Alcohol, and DBE compliance programs. Jess also coordinated with transit agencies during route implementation and service changes, and worked in support of eligibility determinations.
